Wheeling’s Assistant City Manager Credentialed by International Local Government Management Organization

Bill Lanham, Assistant City Manager of Wheeling, W.Va., recently received the Credentialed Manager designation from ICMA, the International City/County Management Association. Lanham is one of over 1,300 local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program.

ICMA’s mission is to advance professional local government through leadership, management, innovation and ethics and by increasing the proficiency of appointed chief administrative officers, assistant administrators, and other employees who serve local governments and regional entities around the world. The organization’s 13,000 members in 27 countries also include educators, students, and other local government employees.

To receive the prestigious ICMA credential, a member must have significant experience as a senior management executive in local government; have earned a degree, preferably in public administration or a related field; and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.

“Bill has been a valuable addition to our local government. His professionalism, responsiveness and passion for local government are evident every day. He is always looking at ways to improve himself as evidenced by obtaining the ICMA Credentialed Manager Designation which results in helpful service to our citizens,” said City Manager Robert Herron.

Highlights of Lanham’s ICMA membership include being a member of the Gettysburg Leadership Institute since 2007. Lanham is qualified by 20 years of professional local government executive experience. Prior to his appointment in July of 2019 as Assistant City Manager of Wheeling, W.Va., he served as City Manager of the Town of Fayetteville, W.Va. for 14 years and he served as the Public Works Director of the City of Dunbar, W.Va. for eight years.

Lanham has also made significant contributions to a number of other organizations, including Past President of the West Virginia City Management Association from 2018-2019; West Virginia Municipal League Legislative Committee, 2015-2022; Ohio County Solid Waste Authority Chairman, 2020-2024; the West Virginia Municipal League Bylaws Committee, 2022-Present; West Virginia University Local Technical Assistance Program, 1998-Present, The League of American Bicyclists, 2020-Present; and the Wheeling Planning Commission, 2022-Present.
