City of Wheeling Asking for Resident Input Regarding Community Needs

As the City of Wheeling begins preparing its 5-year Consolidated Plan, Annual Action Plan and Analysis of Impediments to Fair Housing Choice for federal CDBG and HOME funding, residents are being asked to complete a survey as it relates to fair housing concerns and barriers that might limit housing choices for individuals and families. The survey can be completed by visiting https://www.surveymonkey.com/r/WheelingCDBG2025-2029. Hard copies of the questionnaire are also available in the office of Economic and Community Development in the City-County Building, 1500 Chapline Street.

The survey answers will remain confidential. Completion of the survey does not constitute the filing a complaint for housing discrimination.

CDBG funds are federal dollars granted annually to the City of Wheeling from the U.S. Department of Housing and Urban Development (HUD) to make improvements to our community.  Although Wheeling City Council selects the projects to fund and has much discretion as to where the money is spent, CDBG funds are administered by the City’s Economic and Community Development Department to ensure compliance with numerous federal statutes and agency regulations.

The City of Wheeling is also one of six local governments that make up the Northern Panhandle HOME Consortium. The HOME Investment Partnerships Program, also a HUD grant, focuses exclusively on the housing needs of low- and moderate-income individuals.

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.
