The City of Wheeling’s Parks & Recreation Department, with staffers from the Nelson Jordan Center, will host a drive thru Trunk or Treat from 3-5 p.m., Sunday, Oct. 31 at the J.B. Chambers Memorial Field in East Wheeling.
