Advertisement for Bids - Nelson Jordan Center Ventilation

 

A. ADVERTISEMENT FOR BIDS
 
The City of Wheeling:   Owner
 
            Sealed bids for   Nelson Jordan Center Ventilation    will be received by the City of Wheeling, West Virginia, at the office of the City Manager until 2:00 P.M. on July 26, 2010  and then at said office publicly opened and read aloud. The Information for Bidders, Plans, Specifications, Drawings, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following:
            Ohio Valley Construction Employers Council in Wheeling, WV; and at the Office of the City Engineer, City-County Building, Wheel­ing, WV 26003.
            Bidding Documents may be obtained only upon payment of  $25.00 with the City of Wheeling for each set obtained from the Office of the City Engineer, City-County Building, Wheel­ing, WV 26003. The deposit is non refundable. The owner reserves the right to waive any informalities or to reject any or all bids.
          There is a mandatory pre-bid meeting scheduled for Tuesday July 20, 2010 at 10:00 AM at the project site. All bidders wishing to submit a bid must attend.
                         Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the con­tract. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.  The bidder’s attention is called to the fact that this contract is subject to the equal opportunity requirements of Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1968, the wage rates established by the U. S. Secretary of Labor under the Davis-Bacon Act of 1931, and the wage rates established by the West Virginia Department of Labor. The bidder must pay the higher of  the two wage rates on a class by class basis. This contract is also covered
by the provisions of the Federal Clean Air Act, and the Water Pollution Act.  T­his contract is subject to the requirements of the West Virginia Contractor Licensing Act, Chapter 21, Article 11 of the Code of West Virginia.   Contractormust be licensed in accordance with the Act at the time of the bid.
 
MINORITY BUSINESS ENTERPRISE CLAUSE:
            THE CONTRACTOR MUST USE HIS BEST EFFORTS TO CARRY OUT THE CITY OF WHEELING’S MINORITY BUSINESS ENTERPRISE POLICY. SPECIFICALLY, THE CONTRACTOR MUST UTILIZE TO THE GREATEST EXTENT FEASIBLE, MINORITY BUSINESS CONCERNS WHICH ARE LOCATED IN THE COUNTY, ADJACENT COUNTIES OR WITHIN THE GENERAL TRADE AREA.
