PUBLIC HEARING NOTICE
Notice is hereby given that the City of Wheeling will apply for a Fiscal Year 2010 Community Development Block Grant (CDBG) Program grant and Home Investment Partnership (HOME) Program grant from the U.S. Department of Housing and Urban Development (HUD).
The entitlement for the CDBG Program for Fiscal Year 2010 Action Plan (budget) is estimated to be $1,460,209 with an anticipated additional amount of $44,000 in program income. Program income is the interest and principal generated from loans made through the City’s Housing Rehabilitation Program and Economic Development Revolving Loan Fund Programs. The HOME grant earmarked for the Northern Panhandle HOME Consortium for Fiscal Year 2010 is an estimated $535,345.
However, prior to making application, Wheeling City Council will hold a public hearing on Tuesday, April 20, 2010 at 7:00 p.m. in Council Chambers located on the second floor of the City-County Building, 1500 Chapline Street, Wheeling, West Virginia. The purpose of the hearing is to encourage citizen comment on Council’s proposed Fiscal Year 2010 Action Plan for the CDBG and HOME Programs. No action to adopt a finalized Action Plan will be taken until Council’s May 4, 2010 meeting.
The public is encouraged to attend the public hearing on April 20, 2010. The City-County building is accessible to the physically challenged. There are six Participating Jurisdictions within the Northern Panhandle HOME Consortium, each of which addresses an identifiable housing need through the Home Investment Partnership Program, otherwise known as the HOME Program. The dollar amounts shown below are estimates. The proposed 2010 Action Plan for the HOME Program is as follows:
